How do you know you've started to make it as a social network? When Nokia, that misfit manufacturer that's keeping Windows Phone alive one Lumia at a time, adds Google+ to its new NFC tag application.

Our pals at WPCentral have the scoop on this one, but the gist is that you can create a tag to a Google+ link. Say, to the highly popular +Android Central page. That's a good sign for ye olde G+.

Apple iTunes 11.0.2


Apple's world-dominating iTunes media application remained largely the same for over two years. The arrival of iTunes 11 (free) marked a major rebuilding in features, interface, and underlying code. Not only does the iTunes 11 player have a revamped look and features, but so does the iTunes Store: Even the program's icon has been redesigned! A big thrust of the new version is the inclusion of more iCloud features, jibing with Apple's iOS-and-Mac cloud syncing service. Another is more iTunes Store purchase suggestions. The new, more capable Mini Player is icing on the cake, in this unparalleled source and player of music and video.

iTunes still includes all those extras we've gotten used to, including iTunes U, podcast playing, Genius, Home Sharing, the equalizer, the visualizer, a book store, and movie and TV show rentals as well as purchases. A recent minor update adds something classical and jazz fans have been waiting for forever: a Composers View. One thing iTunes no longer shows any sign of is Apple's ill-fated music social network, Ping.

Installing
You can get iTunes for Windows XP, Vista, Windows 7, or Windows 8 in addition to Macintosh OS X version 10.6.8 or later. I tested the new iTunes on both Windows and Mac OS X. It's an 83MB download for Windows?slightly larger than version 10, which was already on the portly side. By comparison, Windows Media Player weighs in at just 12MB, and WinAmp is 11MB. (The Mac installer for iTunes is even larger, at 198MB.) The installer makes iTunes your default player for music files, but you can uncheck the box for this if you prefer an alternative like Windows Media Player or WinAmp. I had to close Outlook for some reason for the installation to proceed.

On first run of the updated app, after agreeing to the updated license agreement, I was offered tutorial videos explaining new features. A privacy option asked me to share details with Apple so it could display album covers and even artist photos from concerts and studio sessions. This choice also enables iTunes' new store recommendations, since poor old Apple really needs you to buy more and more content.

Interface
The interface seems even more trimmed down and muted than before, if that's possible?and it looks great. Even the standard app menu is gone in the Windows version (not Mac though), replacing it with a square icon in the extreme top left. (You can re-enable it if you like from the newfangled menu, however.) The AirPlay button is still there, so you can throw whatever you're playing to a home entertainment system attached to an Apple TV or one that supports AirPlay natively. You also get basic play/pause, fast-forward, and reverse controls, as well as a volume slider, and a search box along the top of the program window.

The left-hand sidebar is gone, but you won't miss it at all. Switching among Music, Movies, TV Shows is faster than before using the button at top left. It drops down choices for these media types. To get the new Classical choice in the Music view, you'll have to go into the Preferences dialog's Views section, and tick the first option, Composers. Switching between your library and the iTunes Store is no done using a button on the right. Next to the dropdown is a cloud icon for iCloud that's merely an indicator of whether iCloud is connected or actively downloading.

Clicking on an album drops down a panel the full width of the program window showing tracks, timings, album art, and play options (shuffle, repeat, and so on). You can also add album tracks to any play list or to Up Next (see next section) from here. In a slick design touch, the color of this panel is based on the album cover, so each will usually have a different shade. A button in this tinted area also lets you see related music available on the iTunes Store.

Up Next
A key new feature in iTunes 11 is Up Next. Accessible from a bullet-list icon next to the top-center song information area, it shows you a list of songs are on deck to be played. You can move or remove upcoming songs with the cursor. A clock icon takes you in the other direction chronologically, showing the list of songs you've already listened to. A new context menu next to song entries includes choices for Add to Up Next, as well as simply Play Next, and adding to playlists. Unfortunately, the Play Next and history lists didn't work for Internet radio stations such as SomaFm in my testing.

Air raid kills at least 20 near Syrian capital

DAMASCUS, Syria (AP) ? An air raid on a suburb of the Syrian capital killed at least 20 people and two mortars exploded next to a soccer stadium in the heart of Damascus killing one player as violence moved closer to the heart of President Bashar Assad's seat of power.

The Britain-based Syrian Observatory for Human Rights said the raid on Hamouriyeh killed 20 and other people were feared buried under debris. Another activist group, the Local Coordination Committees, put the death toll higher, saying up to 35 were killed and dozens more were wounded.

Damascus has largely been spared the violence that has left other cities in ruins, but in recent weeks, rebels who established footholds in the Damascus suburbs have clashed with government forces, moving from the east and south into the center of the capital.

Also Wednesday, rebels shot down a government fighter jet in the Damascus suburb of Douma, the Observatory said.

The United Nations says at least 70,000 people have been killed since the conflict began nearly two years ago as an uprising against Assad's rule. The revolt turned into a civil war increasingly marked by sectarian overtones with mostly Sunni Muslim opposition forces fighting to topple the regime dominated by Alawites, an offshoot Shiite group.

Amateur videos posted online showed several vehicles on fire as thick black smoke billowed from a street. The videos show the bodies of two people, who were burned, in a pickup truck and a third person lying on the ground.

The videos appeared genuine and corresponded to other reporting on the events by The Associated Press.

The mortar attack was the second in as many days in Damascus. On Tuesday, two mortars exploded near one of Assad's palaces, but no one was hurt.

The SANA state news agency said the mortars landed in a complex housing Tishrin Stadium and a hotel in the Baramkeh neighborhood, killing a player from al-Wathbah club based in Homs. He was wounded inside the hotel as players were getting ready for practice and died later at a hospital.

State TV broadcast video of what it said was the hotel. The explosion blew out the windows on the first floor of the building, while shattered glass covered three beds in a one of the rooms. A bloodied duffle bag lay on the floor.

Players from al-Wathbah team who witnessed the attack identified the dead teammate as Youssef Suleiman. The 19-year-old striker had played internationally on one of Syria's national youth teams. They said he was the father of a 6-month-old baby.

Suleiman's teammates said the mortars landed in front of the hotel, where players normally stayed.

"We were collecting our things about to head to the stadium when we heard the first explosion and the windows were blown off," said Ali Ghosn, a 20-year-old player.

"Youssef was hit in the neck. We ran out to the corridor when the second explosion struck and I saw Youssef fall down bleeding from his neck," he told The Associated Press in Damascus as some of his colleagues wept.

Three other players were wounded, including one who was in critical condition.

The attack occurred a few hours before the team was to play the Hama-based al-Mawaair club. The game was postponed after the mortar strike.

The match is part of the domestic league, which has been delayed several times due to fighting. The nine-team league got under way just last week with all matches scheduled to be played in the heavily guarded capital in front of empty stands.

"We are football players," Ghosn said. "These people don't want what is good for Syria. They are criminals."

On Tuesday, a missile strike on a rebel-held neighborhood in the northern city of Aleppo, Syria's largest city, killed at least 33 people.

Assad has tried to maintain an image as the head of a functioning state even as rebels edge closer to the heart of Damascus and targeted attacks suggest rebels may be trying to shatter the sense of normalcy he has tried to portray in the capital.

The international community is at a loss as to how to end the bloodshed.

On Wednesday, Russia and the Arab League offered to broker talks between Assad's regime and the Cairo-based opposition group dominated by the Muslim Brotherhood movement. Russian Foreign Minister Sergey Lavrov said Moscow and the Arab League were trying to establish direct contact between the two sides, saying that only a negotiated settlement will end the fighting.

"Neither side can allow itself to rely on a military solution to the conflict, because it's a road to nowhere ? a road to mutual destruction of the people," Lavrov told reporters in Moscow after hosting Arab League officials and the foreign ministers of Egypt, Lebanon and other countries.

No conditions for negotiations have been set.

Both Lavrov and Arab League General Secretary Nabil Elaraby said the main priority was to set up a transitional government in Syria to navigate a way out of the conflict.

The Western-backed opposition coalition has rejected talks with Damascus as long as Assad remains in power. The Syrian leader has repeatedly made it clear that he will not step down, but offered the opposition to open reconciliation talks that he would lead.

Moscow has been the main protector of Assad's beleaguered regime, joining with China at the U.N. Security Council to block attempts to impose sanctions on Assad's regime.

Syrian Foreign Minister Walid al-Moallem will lead a delegation to Moscow on Monday, and Russia is expecting a visit in March from the Syrian National Coalition leader, Mouaz al-Khatib.

For now, fighting continues unabated around the country.

Activists said government war planes hit rebel positions around Damascus and near the northern city of Aleppo, where troops have been battling rebels for control of an international airport.

The pro-government Al-Watan newspaper said the military was "valiantly defending" the airport. The report claimed the airport remained under military control but was under intense "attacks by gunmen" ? a rare acknowledgement of the fierce fighting around Aleppo.

At a reception Tuesday afternoon at The Business Center at South Main Square, some of the guests weren?t actually in physical attendance. They were in Charlotte and Mooresville ? beamed in thanks to the wonders of electronic communication.? The event marked the debut of a state-of-the-art videoconferencing service, available to local businesses and organizations for meetings, job interviews and other long-distance events.

The office center has teamed up with MI-Connection Communications System to offer the service, which is being described as the only one of its kind in the Lake Norman area, able to connect three locations by video link simultaneously.

Videoconferencing is the latest in a series of business services offered at South Main Square, which has refashioned itself over the past few years from a traditional office building into a business incubator and membership office center. Members can use office or meeting space by the hour or day and take advantage of a menu of ?concierge? services, from the new videoconferencing system to marketing and design help to printing services and shipping.

The new videoconferencing service is available during business hours, evenings and weekends at hourly rates ranging from $200 to $350, depending on the time.

?Research shows that more businesses than ever are working from satellite locations and that many key personnel are telecommuting,??Kathleen Rose, manager of the Business Center @ South Main Square, said in a press release. ?The purpose of The Business Center is to provide needed resources for the business community in the Lake Norman area and our new video conferencing facility is really helping us meet that objective.?

Russian asteroid strike: Numerous injuries, significant damage

Feb. 15, 2013 ? A space rock a few metres across exploded in Earth's atmosphere above the city of Chelyabinsk, Russia today at about 03:15 GMT. The numerous injuries and significant damage remind us that what happens in space can affect us all.

While precise information on the size, mass and composition of the object are yet to be confirmed, videos show a fireball and explosion consistent with an asteroid up to a few metres in size exploding in the atmosphere, possibly several to ten kilometres above the surface.

In this type of event, if the explosion altitude is less than 10 km or so, the resulting shockwave can cause damage on the ground, such as shattering windows. Debris from the object may be found later.

"Current information, which is not yet complete nor confirmed, points to a small asteroid," said Detlef Koschny, Head of Near-Earth Object activity at ESA's Space Situational Awareness (SSA) programme office.

"There is no way it could have been predicted with the technical means available today. What can be said with near certainty is that this object has no connection with asteroid 2012 DA14."

Asteroid 2012 DA14 made a close flyby of Earth at 19:27 GMT (20:27 CET) today.

Finding objects that pass close to our planet and are large enough to do damage if they enter our atmosphere is a major goal of ESA's SSA programme.

In addition to conducting its own sky searches using ESA's Optical Ground Station in Tenerife, Spain, SSA is partnering with existing European and international asteroid survey activities.

It also sponsors astronomer groups in Europe, supporting surveys carried out with their own equipment or allocating observation time on its Tenerife telescope. The office also provides access to orbit predictions, close flyby details and related data via its technical website at http://neo.ssa.esa.int

"Today's event is a strong reminder of why we need continuous efforts to survey and identify near-Earth objects," said Thomas Reiter, ESA's Director of Human Spaceflight and Operations.

"Our SSA programme is developing a system of automated optical telescopes that can detect asteroids and other objects in solar orbits."

In cooperation with survey efforts worldwide, ESA's goal is to spot near-Earth objects larger than 40 m at least three weeks before closest approach to our planet.

To achieve this, ESA, European industry and partner agencies are developing a system of automated 1 m-diameter telescopes capable of imaging the complete sky in one night.

In addition to Russian media, who reported immediately, all media worldwide have published images of notable damage around Chelyabinsk, and reports also mention numerous casualties.

"Our most sincere sympathies are with those suffering injury and property loss due to this event in Russia," added Thomas Reiter.

NBA-Warm homecoming for Jeremy Lin at San Francisco Bay

OAKLAND, California: Houston Rockets point guard Jeremy Lin returned to the San Francisco Bay area for a warm welcome and a 116-107 victory over the Golden State Warriors on Tuesday.
Lin had 14 points and 10 assists on the Asian Heritage Night just across the bay from his home town of Palo Alto in his first Oakland appearance since triggering a mass hysteria last year.
The ?Linsanity? may have faded since his knee injury last year and a move from New York Knicks to Houston, but the humble Taiwanese-American was happy to be back in the Bay Area to celebrate Chinese New Year.
The 24-year-old said he could accept all that hype from the media but had different rules for friends and family.
?If anyone calls me any Lin puns,? he said in a post-match interview, ?we?re not going to be friends or family anymore.?
The victory over his former team on Tuesday came a week after the Rockets trounced the Warriors 140-109 in Houston.
Golden State did not miss the opportunity to celebrate Lin?s ethnicity in a region known for its Asian diaspora.
On the Asian Heritage Night, the US national anthem was played by an orchestra of traditional Chinese instruments, and the game was broadcast live in China. Dragons danced at half-time and the cheerleaders wore Asian silk-themed outfits.
Lin seemed to have embraced his role model status as well.
Two weeks ago, after attending a premiere of the donation-funded ?Linsanity? documentary at the Sundance Film Festival in Utah, he met Wat Misaka, the first Asian-American to play in the NBA.
?He?s kind of following in my footsteps and improving on them,? Japanese-American Misaka told the Houston Chronicle. ?I wrote him a note of encouragement when he was with (Golden State) back in the dark days when things didn?t look too good for him. He didn?t have all these fans at that time.
?I think he?s in a lot better place now.?

The team behind Project Holodeck has a daunting task ahead: it has to combine a virtual reality headset, two PlayStation Move controllers and a Razer Hydra into a unified VR input system that somehow feels natural. From what we've seen in Road To VR's hands-on with the system, the group might just pull that off. There's no mistaking the sheer amount of equipment strapped to your head -- not to mention the Lenovo laptop on your back -- but the effort does create an immersive virtualization of the player's body where walking, arm movements and body lean all work more or less as you'd expect. Although significant stretches of development lie ahead, including fully fleshed-out games and the eventual use of an Oculus Rift, there's already teases of potential commercialization and a second generation that would include lighter, sleeker components. Officials: Plane carrying Guinean senior military officials crashes in Liberia, kills 11

CHARLESVILLE, Liberia - Eleven bodies were pulled from the wreckage of a military plane that crashed in Liberia, with Guinea's army chief of staff and top military officers among its passengers, officials said Monday.

The military officers were on their way to attend Liberia's Armed Forces Day celebrations, when the plane went down between 7 a.m. and 7:30 a.m. in Charlesville, near Liberia's largest airport and some 45 kilometers (28 miles) south of Monrovia, the capital.

"At 7:09 a.m., air traffic control cleared the flight to land at Roberts International Airport. That was the last known contact from the crew," said a statement released by Liberian airport authorities.

The grief-stricken residents of Charlesville stood with their arms folded in shock and disbelief among the smoking wreckage as a United Nations truck attempted to pull at the plane's tire ? the only whole remnant from the CASA Aircraft CN-235.

"We saw the airplane. The plane actually exploded; the back tip of the plane was just smoking, and they (passengers) were trying to scramble to go to the front of the plane, but there was nothing for them to knock the window open with," said MacDella Cooper who was among a number of residents nearby who ran to the crash site not far from a residential area and among palm trees.

"The passengers on the plane were screaming `help'! help'! But nobody was around," she said. "A few minutes later, there was a big explosion, and that caused them to all perish, but they were alive upon landing."

Guinea's Army Chief of Staff Gen. Souleymane Kelefa Diallo was among the dead. Guinea's ministry of defense said that six members of Guinea's military delegation and five crew members were killed in the crash.

"I have the profound regret of informing the people of Guinea of the tragic military plane accident that happened this Monday, Feb. 11, 2013 around 7:30 a.m. in Liberia," Guinea's presidency said in a statement through its ministry of defense. "This accident cut short the lives of six members of the delegation led by Gen. Souleymane Kelefa Diallo."

The charred bodies of the victims were deposited at the Du-Side hospital, run by the Firestone Rubber Plantation company, near the airport.

Liberian officials said the rescue efforts were ongoing.

Guinea called for three days of mourning. Gen. Namory Traore has been appointed the interim army chief of staff, said a statement from the office of President Alpha Conde.

On Monday afternoon Liberian President Ellen Johnson Sirleaf visited the crash site, located just 3 miles from the airport. At a ceremony earlier in the day Sirleaf called for a moment of silence for those involved in the crash and declared Tuesday a day of mourning.

The Roberts International Airport remained open Monday with flights including one from Kenya Airways flying over the crash scene to land.

(AP) ? Calling it "the honor of my life," Defense Secretary Leon Panetta said farewell to the U.S. military Friday, capping a venerated public service career that spanned four decades and included stints as a lawmaker, a top White House official and the spy chief who oversaw the killing of Osama bin Laden.

President Barack Obama, honoring his first-term Pentagon chief at a ceremony at a military base outside Washington, said Panetta would be remembered for welcoming more Americans into the military by opening combat roles to women and overseeing the repeal of a ban on gays serving openly ? "In short, for making our military and our nation that much stronger."

"Every decision he has made has been with one goal in mind: taking care of our sons and our daughters in uniform and keeping America safe," Obama said.

Panetta, the son of immigrants and self-described son of Italy, said he hoped in some small way to have helped to fulfill the dreams of his parents. As he spoke, row upon row of U.S. troops stood behind him, rifles and bayonets at their sides.

"It's been, for me, a hell of a ride," said Panetta, who served in Congress and in the Clinton administration before becoming Obama's CIA director and ultimately serving a brief but pivotal term as defense secretary.

"I will never forget the pride and exhilaration when I walked out of the White House after the president announced the success of the bin Laden operation," he recalled. "I could hear the chants of those people who were gathered around the White House and in Lafayette Park yelling, 'U.S.A. U.S.A.'"

Looming awkwardly over the formal farewell ceremony was the ongoing uncertainty about Panetta's replacement.

Obama has nominated former Nebraska Sen. Chuck Hagel, a Republican, to take over for Panetta, but Republicans have expressed deep misgivings about his previous statements about Iran, Israel and other issues. Days after postponing a vote on Panetta's confirmation amid GOP demands for more information, the Democratic chairman of the Senate's military panel said Friday he will press ahead with a vote.

Making no reference to the political hurdles, Obama said Hagel's mission would be to keep the U.S. military prepared and described Hagel as "a combat veteran with the experience, judgment and vision that our troops deserve."

Panetta has said he will remain on the job until the Senate confirms a successor. Then he will finally leave the Pentagon, returning home to his walnut farm in Carmel, Calif., after more than 40 years in Washington.

Panetta's tenure at the Pentagon was marked both by major milestones and a series of obstacles he and the military had to work to overcome. He oversaw the military's formal exit from Iraq and the start of the last drawdown of troops in Afghanistan, plus the end of a successful NATO campaign to rid Libya of Moammar Gadhafi.

But his attention was also diverted by prostitution scandals, spikes in sexual assaults and suicides, and ethical lapses by a handful of senior military leaders. An ongoing battle over spending cuts prompted Panetta to warn continually of the dire consequences of an underfunded military. Even as Panetta continued the efforts against al-Qaida, the threat from the terrorist group expanded in places like North Africa.

"We've overcome wars. We've overcome disasters. We've overcome economic depressions and recessions. We've overcome crises of every kind," Panetta said. "And throughout our history, the fighting spirit of our fellow Americans has made clear that we never, never, never give up."

Every small business needs to account by law for the profit or loss that it makes over time. Not only is this valuable information for the business owner, but such accounting is required in order for the business to be able to report that information to the appropriate tax authority in its locale.

Furthermore, many small business owners prefer to keep their attention on running and building their business, rather than on accounting practices. Nevertheless, the importance of establishing and maintaining sound basic accounting practices cannot be overemphasized to make sure that the business is performing in a financially desirable way.
Basic Accounting Record Keeping

One of the most important accounting practices needed when starting a business consists of keeping accurate records about how the business is doing financially over time. The three primary types of record keeping that are typically used in small businesses consist of:
Journals

These are the original books of entry that can be updated by just about anyone with basic record keeping skills. Journals can be used to keep track of such things as payroll payments to employees, sales receipts generated when products are sold, bank deposits and withdrawals, and purchases made by the business. Journal totals are posted to the General Ledger, while each entry will be posted to the relevant Subsidiary Ledger.
Subsidiary Ledgers

These are books kept for analysis purposes that usually contain account records in greater detail. Subsidiary ledgers might include such information as: accounts receivable, accounts payable, payroll data, and financial information about jobs that are currently in progress or are in the process of being billed for.

The General Ledger

This is the final book of entry that is typically maintained by an experienced accountant or bookkeeper. The General Ledger for a business is maintained from the point that the business is started until it closes its doors. This single key ledger is typically updated on a monthly basis with the totals from each journal into the corresponding General Ledger accounts and is used to create financial statements. A separate page in the General Ledger is kept for each individual account.
The General Ledger Balance Sheet

An important end result of effective accounting record keeping using Journals, Subsidiary Ledgers and a General Ledger is commonly known as the company?s Balance Sheet. The balance referred to in this key statement of a business?s assets and liabilities is achieved in double entry book keeping systems because total debits must equal total credits for the company.

The General Ledger?s Balance Sheet has four main sections, and each section in the General Ledger is then totaled as part of a company?s basic accounting practices. Specifically, the sections include and keep track of:

Assets ? also known as debits
Liabilities ? also known as credits
Capital ? includes investments and earnings
Accruals ? include depreciation and uncollectable debts

In terms of the General Ledger Balance Sheet, the balance refers to the fact that the assets that a business has or owns must equal the sum of its debits, or what the company owes with respect to its liabilities, its accruals, and its capital.

Basically, the Balance Sheet provides very helpful information for any investor or tax authority that wishes to assess the financial success of the business that it pertains to.

Betty Shabazz At Malcolm X's Funeral: Black History Photo Of The Day (PHOTO)

A picture is certainly worth a thousand words. What better way to celebrate Black History Month than by taking a moment to acknowledge the snapshots of time that represent the struggle and triumph of African-Americans through the years?

As part of our Black History Month coverage, we will be featuring one photo a day that honors years of groundbreaking achievements within the black community. These photos bring tears to our eyes, instill pride in our hearts and motivate us to carry on the legacy of strength and perseverance.

Today's photo was taken on February 26, 1965, showing Betty Shabazz, wife of legendary activist Malcolm X, leaving his funeral in Hartsdale, New York. It is reported that an estimated 1,500 people attended the Civil Rights advocate's funeral in Harlem, where he was described as a "shining black prince."

At the time of her husband's assassination, Shabazz was pregnant with twins and covered her daughters on the floor in an effort to shield them from the bullets. She went on to raise her six daughters alone, and died on June 23, 1997, after suffering severe burns when her grandson set her Yonkers home on fire.

Sony posts a net loss of $115 million for Q3, stays on track for full-year operating profit

Still-in-turnaround-mode Sony has reported its earnings for the October to December period, and has recorded a net loss of about 10.8 billion yen ($115 million). It did however improve its revenue to $21 billion as the yen weakened, despite slower sales of items like HDTVs and Blu-ray players. Key for Sony is that it managed an operating profit for the quarter of 46.4 billion yen ($496 million) and remains on track to make its business profitable in the next financial year.

Despite Sony's best efforts -- which include initiatives that you've heard about like its Triluminos HDTVs, PlayStation Mobile for tablets and phones, 4K and new software for the Vita -- it's cut sales targets in all of those divisions. Projected sales for TVs and cameras fell by 1 million units each, and portable game players by 3 million, as noted by Bloomberg. It's been a year since Kaz Hirai took the reins, and with his "One Sony" restructuring plan well underway and (what everyone suspects is) a PlayStation 4 event around the corner, 2013 is as important a year as the company has ever had. 54 countries aided CIA rendition program, report finds

As many as 54 nations aided the United States in rendition and detention operations that swept up more than 130 people as part of the Central Intelligence Agency?s global counterterrorism efforts, according to a report released Tuesday by the Open Society Justice Initiative, a human rights advocacy group.

The report, titled ?Globalizing Torture: CIA Secret Detention and Extraordinary Rendition,? is the most complete account yet of the covert and extra-legal detention of suspects at undisclosed locations, or ?black sites,? in the post-9/11 era. Relying on information provided by human rights groups, public records and court cases, the report details the harsh treatment some suspects faced.

?The United States prides itself on being a leader in the field of human rights, and now we have courts around the world saying that the United States is a torturer,? Amrit Singh, who authored the report, told NBC News. ?Those kinds of findings really undermine the United States? ability to advocate for human rights around the world.?

Public debate over the use of torture as a counterterrorism tactic was reignited recently with the release of the movie ?Zero Dark Thirty." Critics of the film say it incorrectly portrays the use of waterboarding and other harsh interrogation tactics in the pursuit and killing of Osama bin Laden, but filmmakers say the torture scenes depict just one part of the decade-long hunt for the terrorist mastermind.

The use of renditions appears to have reached its apogee after the September 11 attacks, when President Bush expanded the program to include indefinite periods of detention in third-party countries, according to the report. While the Obama administration has taken measures to impose more oversight on the process, renditions appear to continue, according to the report.

President Obama issued an executive order 2009 that directed that the CIA close its secret detention facilities in order to ?promote the safe, lawful, and humane treatment of individuals? held by the United States. But the order specified that the closures did not apply to facilities used to hold terror suspects ?on a short-term, transitory basis.? A task force established by the order produced recommendations in 2009 that would allow rendition to continue, but with measures to prevent ?the transfer of individuals to face torture.?

Due to continued secrecy over the CIA?s extraction and detention of suspects, estimates on the total number of detainees have been imprecise. ?The catalog of 136 people identified in the new report as detained or transferred by the CIA is the largest such list to be compiled to date. The report notes that the total number of people subject to rendition, detention, or interrogation will not be known until the countries involved release that information.

Italian court convicts 3 Americans in CIA kidnapping

Countries assisting the United States included Afghanistan, Germany, Pakistan, Saudi Arabia, Syria, and the United Kingdom. Some of the countries hosted facilities used by the CIA on their soil, according to the report, while others provided intelligence or aided in the capture, transport, or detention of individuals.

?The 54 governments basically enabled these operations,? Singh said. ?Without the participation of these governments, the programs would not have been possible.?

The practice may have long-term ramifications for the United States, as foreign governments react to emerging information about the secretive practice, Singh said. On February 1, for example, an Italian court sentenced a former CIA chief and two other American officials in absentia to prison sentences for the kidnapping of a Muslim cleric in 2003.

The report also includes details on the brutal conditions faced by some suspects, including Maher Arar, a Canadian and Syrian citizen. Arar was held in Jordan and Syria between 2002 and 2003 after being detained at New York's John F. Kennedy International Airport on information provided by the Royal Canadian Mounted Police. In Syria, he was imprisoned in a cell three feet wide, threatened with electric shocks, and beaten with cables, according to the report.

In a telephone interview Tuesday, Singh also cited the case of Khalid El-Masri, 49, who said he had been detained by the CIA in Afghanistan after being extradited from Macedonia. His case is unique, Singh said, because his claims of mistreatment have been affirmed by a court. While a 2006 lawsuit El-Masri brought in federal court against the U.S. government was dismissed, the European Court of Human Rights ruled in December that El-Masri?s rights had been violated.

Europe court:German was victim of CIA extraordinary rendition program

A 6,000-page review of CIA detention practices was approved by the Senate Intelligence Committee in December. Initiated in 2009 by a 14-1 vote of the committee, the report is a ?comprehensive review? of the detention and interrogation of CIA prisoners, committee chairwoman Senator Dianne Feinstein said in a statement. The report, which remains classified, ?uncovers startling details about the CIA detention and interrogation program and raises critical questions about intelligence operations and oversight,? Feinstein said.

The committee is expected to vote again in February on whether or not to declassify portions of the report following comment from the White House and CIA.

Among those urging for the declassification of the report is Senator John McCain, who in December said it is his hope that "all Americans can see the record for themselves, which I believe will finally close this painful chapter for our country. ... Our enemies may act without conscience, but we do not.?

Alabama kidnapper threatened to kill schoolchildren

Jimmy Lee Dykes, the retired Alabama trucker who allegedly shot a school bus driver last week and has held a 5-year-old boy hostage in his underground bunker for seven days, had threatened to kill all the children on the bus before taking the boy, one of the students on the bus said.

"He said he was going to kill us, going to kill us all," Tarrica Singletary, 14, told ABC News.

"The bus driver kept saying, 'Just please get off the bus,' and [Dykes] said, 'Ah, all right, I'll get off the bus," Tarrica said. "He just tried to back up and reverse and [Dykes] pulled out the gun and he just shot him, and he just took Ethan."

Drones are flying over the homemade underground bunker this morning near Midland City, Ala., where police say Dykes is holding Ethan hostage. Officials have not released the boy's last name.

Despite days of negotiations, police say they have little to go on. Dykes, 65, has made few demands, and they still have no motive for his actions, or any sense of when the standoff might end.

"It gives them more time to study this bunker," former FBI profiler and ABC News consultant Brad Garrett said. "Does Mr. Dykes have any explosives? Has he booby trapped the doors if ever they tried to get in?"

Negotiators have been communicating with Dykes through a ventilation pipe that leads to the bunker, and have used it to send the child comfort items, including a red Hot Wheels car, coloring books, cheese crackers, potato chips and medicine.

Dykes is a decorated Vietnam vet who grew up in the area. He lived in Florida until two years ago, the AP reported, and has an adult daughter, but the two lost touch years ago, neighbor Michael Creel said. When he returned to Alabama, neighbors say he once beat a dog with a lead pipe and had threatened to shoot children who set foot on his property.

At a news conference this weekend, Dale County Sheriff Wally Olson surprised many when he thanked Dykes.

"I want to thank him for taking care of our child, that is very important," Olson said Saturday.

On Sunday, the tight-knit Midland City community buried bus driver Chuck Poland, who died protecting the children from Dykes. Hundreds came out to the funeral as they prayed for Ethan.

Cindy Steiner, who lives next door to Ethan, said his mother is worried and just wants her "loving little boy" home safe.

"Because Ethan being autistic, he has behavior problems, and she doesn't want him to get in one of those moods where he's uncontrollable," Steiner told ABC News. "She's scared what would happen."

Steiner said she had a message for Ethan.

"Hang tough, little man," she said. "We love you. We are praying for you."

Family Services Alliance Expands Southeast Idaho Outreach | Pride ...

Intervening in, responding to, and preventing relationship abuse is of paramount importance to Family Services Alliance of Southeast Idaho. A $4,000 community grant from Pride Foundation, the first in southeast Idaho, is helping the organization expand its outreach services to the area?s LGBTQ community.

Originally founded in 1922 as the YWCA of Pocatello, Family Services Alliance (FSA) serves the three counties of Bannock, Caribou and Power?a 4,284-square-mile area in southeastern Idaho with a population base of more than 97,000. According to Sarah Leeds, FSA?s executive director since 2004, the organization was the first to offer a victim advocacy and emergency shelter program for domestic violence survivors in Idaho.

?Our primary mission is to promote safe and thriving families; work to end physical, sexual, and emotional abuse; and provide victim support,? Leeds said. ?In our early years, we focused primarily on domestic violence, but as we learned more and as these crimes have become more exposed in our society, we have provided more outreach, and victims have come forward.?

In 2012 alone, FSA provided supportive services to 1,555 women, children, and men who were victims of domestic violence, sexual assault, stalking, child abuse, and human trafficking. FSA also provides community outreach in the form of ?Healthy Teen Relationship? education to middle and high school students, ?Healthy Friendship? education to elementary school students, and basic and advanced education to adults in its core service areas.

Leeds first learned of Pride Foundation in July 2011 while staffing an FSA booth during Pocatello Pride, co-sponsored by Pride Foundation, and meeting board member Emilie Jackson-Edney during the festival.

?We chatted about FSA and I talked to her about my gut feeling that FSA wasn?t adequately addressing the needs of LGBTQ survivors of relationship abuse,? Leeds said.

With its grant, FSA is working to provide outreach and enhanced services to LGBTQ victims of domestic/dating violence, sexual assault, and/or stalking. Services will take the form of population-specific support groups for abuse survivors with the LGBTQ community, likely starting with one tailored to lesbian survivors of abuse. FSA expects to serve 70 lesbian women and 20 gay men with counseling and support services, and over 500 individuals with educational/outreach presentations.

?Our organization?s primary belief is that any type of relationship abuse is wrong, and we?re here to help survivors, regardless of their sexual orientation,? Leeds said. ?More outreach is needed so that LGBTQ community members here know they are welcome at FSA. Our staff also needs to be equipped to serve them in a culturally sensitive way that both honors the differences among LGBTQ intimate relationships, but also recognizes the common ground among all abuse survivors?isolation, shame, self-blaming, etc.?

With those goals in mind, FSA mental health counselor Kirsten LaMantia, a Ph.D. counseling education student at Idaho State University, has added to her work plate the role of leading outreach efforts to the LGBTQ population in the Pocatello area, as well as heading up a support group for abuse survivors in same-sex relationships. These responsibilities stem directly from and are supported by Pride Foundation?s grant.

?Research is showing us that intimate partner violence can have far-reaching negative effects on people?s physical and mental health, thereby negatively affecting their ability to live lives in which they can be fully engaged and thriving,? Leeds said, summing up the importance of FSA?s work. ?At the very core, this is a human rights issue. All people deserve to experience healthy relationships that are based on mutuality, equality, and respect. We?re thrilled to be expanding our work in this arena, and we?re particularly pleased that Pride Foundation has chosen FSA as one of its partners.?

(AP) ? Sony is poised to unveil the next PlayStation game console on Feb. 20, a date that would give the Japanese electronics company a head start over Microsoft's expected announcement of an Xbox 360 successor in June.

Sony Corp. invited journalists to an evening press event in New York City. The company has not said what it plans to show off, but signs indicate that it'll be the PlayStation 4. Sony would only say that it "will deliver and speak about the future PlayStation business."

Such a console would follow Nintendo's Wii U, which launched last fall, and precede Microsoft Corp.'s next Xbox game console, which will likely be unveiled in June at the E3 video game conference in Los Angeles.

Wedbush analyst Michael Pachter said it's a "super smart" move for Sony to pre-empt Microsoft. This way, the PlayStation 4 will get the spotlight without much competition.

The currently available PlayStation 3 went on sale in 2006, a year after the Xbox 360. But Xbox 360 has been more popular, largely because of its robust online service, Xbox Live, which allows people to play games with others online. The Wii is still the top seller among the three consoles, though it has lost momentum in recent years.

The Wii U was the first of the newest generation of video game consoles to launch, but sales so far have been disappointing. Nintendo Co.'s president, Satoru Iwata, acknowledged recently that the Wii U and the handheld Nintendo 3Ds didn't do well over the holidays, but he ruled out a price cut for the new console.

All three console makers are trying to position their devices as entertainment hubs that go beyond games as they try to stay relevant in the age of smartphones and tablet computers. Such hubs can deliver TV shows, movies and music. The Wii U has a TV-watching feature called TVii. With it, the console's touch-screen GamePad controller becomes a remote control for your TV and set-top box. TVii groups your favorite shows and sports events together, whether it's on live TV or an Internet video service such as Hulu Plus. And it offers water-cooler moments you can chat about on social media.

More bodies found after Mexico skyscraper blast

A makeshift memorial to victims of the Pemex skyscraper explosion was erected near an entrance to the headquarters of Mexico's state-owned oil giant. The number of confirmed dead reached 36 over the weekend as more bodies were pulled from the rubble. No cause has been found.

MEXICO CITY -- Mexican rescue workers found three more bodies over the weekend amid the rubble of a deadly blast that tore through state oil firm Pemex's main office complex on Thursday, the government said as search efforts appeared to near a close.

The death toll from Thursday's explosion stands at 36, Pemex said via Twitter. Rescue workers had been digging through the last sections of the building's basement and may soon call off their search. One person was reported still missing, and at least 121 people were injured.

Attorney General Jesus Murillo said on Friday that it was too early to say whether the explosion was due to an attack, an accident or negligence, but he promised results of an investigation in the coming days.

Murillo toured the site on Sunday but did not publicly comment on the progress of the investigation. Officials have communicated details through social media about the disaster, which struck just before a long holiday weekend.

A powerful explosion shook the building housing the headquarters of Mexican oil giant Pemex. NBC’s Kristen Dahlgren reports.

The investigation will test confidence in President Enrique Pena Nieto, whose Institutional Revolutionary Party ruled Mexico for most of the last century but lost power in 2000, when it was accused of fostering widespread corruption.

Local media reported the three bodies were maintenance workers. A woman who worked as a secretary was still missing, but she was unlikely to be found so deep in the wreckage.

The blast occurred two months into Pena Nieto's presidency, just as Congress was preparing to discuss his plans to open up the state-run energy industry to more private investment.

Hobbled by heavy state taxation, Pemex saw production slump in the last decade and its safety record has been stained by a series of deadly accidents, including an explosion that killed about 30 at a gas facility last year.

Chevron profit rises on refining and asset swap gain

(Reuters) - Chevron Corp posted a rise in quarterly profit on Friday as its refining arm managed to improve earnings despite the crippling of the company's oldest refinery last August by a fire.

The second-largest U.S. oil producer said fourth-quarter net income rose to $7.2 billion, or $3.70 per share, from $5.1 billion, or $2.58 per share, a year earlier.

The latest results included a gain of $1.4 billion from an asset exchange. Including that gain, earnings in the oil and gas production business rose 20 percent to $6.9 billion, and refining operations posted a profit of $925 million, compared with a loss of $61 million a year before.

Rick Perry: Boy Scouts Should Keep Anti-Gay Policy

AUSTIN, Texas (AP) ? Texas Gov. Rick Perry said emphatically Saturday that the Boy Scouts of America shouldn't soften its strict no-gays membership policy, and dismissed the idea of bending the organization to the whims of "popular culture."

Perry is an Eagle Scout and in 2008 he authored the book "On My Honor: Why the American Values of the Boy Scouts Are Worth Fighting For." It detailed the governor's deep love for the organization and explained why it should continue to embrace traditional, conservative values ? including excluding openly gay members and Scout leaders.

America's longest-serving governor addressed the Texas Scouts' 64th annual Report to State, where hundreds of Scouts from around Texas filled the state House of Representatives to announce their delegation's recent accomplishments.

Perry has addressed the gathering several times before, most recently in 2010, but not since the announcement that the Scouts' national leadership is mulling scrapping the mandatory exclusion of gay members. Instead, the group could allow different religious and civic groups that sponsor Scout units to decide for themselves how to address the issue ? either maintaining the exclusion or opening up their membership.

Even though the Boy Scouts reaffirmed the no-gays policy just seven months ago, the proposal is expected to be discussed, and possibly voted on, at the meeting of the Scouts' national executive board, which begins Monday in Irving, outside Dallas.

Perry told the youngsters that the Scouts was a key reason he joined the U.S. Air Force and later sought public office, and that society's failure to adhere to the organization's core values was a cause for high rates of teen pregnancy and wayward youth who grow up to be "men joining their fathers in prison."

Speaking to reporters afterward, Perry said: "Hopefully the board will follow their historic position of keeping the Scouts strongly supportive of the values that make Scouting this very important and impactful organization."

"I think most people see absolutely no reason to change the position and neither do I," Perry said. He said his views on the subject haven't changed since writing his book, in which he noted that profits would be donated to the Boy Scouts of America Legal Defense since "they continue to be under attack from the forces of secularism."

Asked if he would feel different about the Scouts if the policy is changed, Perry wouldn't say. But he added: "to have popular culture impact 100 years of their standards is inappropriate."

He also disagreed that allowing members of all sexual preferences would make the Scouts more tolerant: "I think you get tolerance and diversity every day in Scouting."

Fred Sainz of the Human Rights Campaign, a national gay rights group, said Saturday, "It's a shame that Governor Perry has chosen to be on the wrong side of history."

"Governor Perry and the Boy Scouts are both completely out of touch with where America is going on this issue," he said "There should be one national, non-discrimination policy. We can't quite wrap our heads around why that is so difficult to do in 2013."

Perry wrote in his book that he doesn't "believe the teaching of sexual preference fits within the parameters of Scouting's mission," but also made it very clear he'd like to keep gay members from joining.

"Because gay activism is central to their lives, it would unavoidably be a topic of conversation within a Scout troop. This would distract from the mission of Scouting: character building, not sex education," he wrote.

Perry also questioned whether sexual preference is determined at birth or is a matter of personal choice in his book, and wrote that he doesn't believe in "condemning homosexuals that I know personally."

Zach Wahls is an Eagle Scout raised in Iowa by two lesbian moms who has become a leading activist against the no-gays policy. Wahls said by phone Saturday he believes national Scout leaders will soften the membership policy next week, and he hopes the move won't make Perry won't turn his back on the Scouts.

"We've been called bullies and had people say 'you're imposing your will,'" he said. "Our organization isn't calling for the removal of anybody who disagrees with us. We support fully inclusive Scouting."
